Black requests audit of Recreation Department
The April 11 Plaquemines Internal Audit Committee meeting featured little in the way of significant action but did provide a few interesting discussions.
After Internal Auditor Randy Duke recapped his follow-up audit on the Plaquemines Port Harbor & Terminal District’s company credit card policy—the port agreed to most of Duke’s recommendations, which the Parish Council/Port Commission would vote to implement that same day—Duke previewed a request from District 2 council member Beau Black to audit the Recreation Department.
Black drew a harsh rebuke from District 7 council member Carlton LaFrance at the March 28 council meeting for moving on legislation to change Recreation Director Tony Henry’s title to associate director and have Henry report to the Director of Public Service Todd Eppley rather than directly to Parish President Kirk Lepine. An amended version of the ordinance passed with the chain-of-command change in place but Henry’s title remained unchanged. The Gazette reported at the time that the ordinance had been requested by Lepine’s administration, but Lepine later clarified that he only wanted to change the reporting structure and wasn’t concerned with Henry’s title.
