Judge laments Legal Department's behavior at contempt hearing
Plaquemines Parish Government Assistant Attorney Bill Culver wasn’t on staff when the parish filed its lawsuit against former Parish Council member Keith Hinkley in 2016. But as the only PPG attorney in court May 13, Culver could do little more than listen quietly as 25th Judicial District Court Judge Kevin Conner recounted the failings of the parish legal department.
Culver was on hand to represent PPG in a contempt hearing brought by the attorneys for Hinkley and his co-defendant Cuzan Services. Hinkley was one of four former parish officials sued by the PPG for alleged malfeasance in 2016 at the urging of contract attorney Robert Barnett.
