On an overcast day in mid-August, a group of local, state, and federal officials, news media and contractors trudged across an expanse of brand new land, boots sinking into the soft grainy sand and gooey black mud that originated anywhere from Minneapolis to Memphis. Pumped more than six miles from the Mississippi River, the mixture of dirt and water still continues to spew nearly 24 hours a day into the marsh between Ironton and Lafitte.
