The resulting cascade of courtroom defeats in 25th JDC and the Fourth Circuit Court of Appeals has, thus far, led to judgments awarding defendants more than $150,000 in sanctions and costs. Sanctions the PPG has yet to pay because a court cannot compel a political entity to budget and pay a court judgment.
