It was recently announced that the former Alliance Refi nery, now known as the Belle Chasse Terminal Facility, owned by Phillips 66 is planned to be bought by Harvest Midstream—a company based out of Houston, Texas owned by Hilcorp, an energy and oil exploration company with operations in Plaquemines Parish and throughout the country.
